HLS spending “increase” is business as usual

I now hear that the so-called 83% increase in HLS spending announced at the public spending review was actually what was already budgeted, ie no real money. The apparent increase is in funding relates to the fact that existing HLS agreements need to continue to be funded from the same budget, so without any “increase” there could be no new agreements.

Rob Wolton, chair of the excellent Hedgelink tells me there may even be a planned reduction in spending from what was planned, due to changes in the way NE allocate funds for capital works in HLS agreements. I’ll blog again when I find out more.
